Consultation launched to give holiday lets more flexibility
New proposals have been suggested to adjust the way tax rules for self-catering holiday let owners are applied.
Since April 2023, self-catering properties must be available for 252 days and actually let for 182 days each year to pay non-domestic rates instead of council tax. The rules were brought in to ensure property owners make a fair contribution to their local community.
The Welsh Government is seeking views on 2 key changes to the way the rules are applied, to give the sector extra stability:
- Allowing holiday let owners to use an average of 182 days let over several years. This means those who narrowly miss 182 days letting in the latest year would remain on non-domestic rates if they had achieved it on average over 2 or 3 previous years.
- Allowing up to 14 days of free holidays donated to charity to count towards the 182-day target.
The consultation also asks whether councils should consider giving businesses more time to adjust, such as a 12-month grace period before they may have to pay higher council tax rates when they move from non-domestic to domestic classification.
The consultation is open until 20 November.

Reminder – Consultation on proposed revisions to the โSeparate Collection of Waste Materials for Recycling: A Code of Practice for Walesโ
Welsh Government (WG) have launched a consultation relating to the Workplace Recycling Regulations that came into force in April 2024 to improve the quality and quantity of recycling from workplaces.
WG are seeking views on proposed revisions to the Separate Collection of Waste Materials for Recycling โ A Code of Practice for Wales which provides guidance on how to comply with the workplace recycling separation requirements.
The revisions to the code reflect planned amendments to the Waste Separation Requirements (Wales) Regulations 2023 to implement a commitment to bring in a requirement for workplaces to present small waste electrical and electronic equipment (sWEEE) separately for collection and onward recycling from 6 April 2026. Currently workplaces are only required to separate unsold sWEEE.
The consultation is open for a period of 12 weeks, closing on Wednesday 22 October 2025. Once responses have been considered, a summary of responses will be published on the WG website.
The responses to this consultation will inform the final drafting of revisions to the code and the planned amendments to the Waste Separation Requirements (Wales) Regulations 2023.
Any queries should be sent to theY mgyngoriadau Diwygiadau Ailgylchu / Recycling Reforms Consultations mailbox: RecyclingReformsConsultations@gov.wales
Proposed Glyndลตr National Park (Designation) Order โ Statutory Consultation 2025
Natural Resources Wales are now consulting on the Draft (Designation) Order and the proposed map for a new National Park in Wales.
Since last consultation the proposed boundary for the Glyndลตr National Park has been updated following a review in 2025.
- The Gronant and Talacre Dunes area have been reinstated.
- The Boundary has been refined to better capture a coherent area of natural beauty focusing on the uplands, intersecting valleys and coastal edge.
- A large section within Powys have been removed.
Closing date for responses to the consultation is 8 December 2025
Conwy Tourism Tax Consultation Survey – Reminder
Conwy County Borough generated approximately ยฃ1.01 billion in economic impact. This figure is derived from data indicating that Conwy attracted 9.39 million visitors. Tourism supports a significant portion of jobs in Conwy, with approximately 16.7% of the workforce (around 8,000โ10,000 jobs) employed in tourism-related sectors, such as hospitality, retail, and recreation. This is notably higher than the Welsh average of 11.8% (159,000 jobs) reflecting Conwyโs reliance on the visitor economy, particularly in rural and coastal areas.
Your feedback to this survey is valuable in shaping a deeper understanding of the views of our community and tourism sector. If you have not completed the survey it is not too late to do so. By completing this questionnaire, you will be entered into a competition to win Sunday dinner for 2 people at Signatures Restaurant, Conwy.
https://www.surveymonkey.com/r/MBPWY3H
All responses are confidential and will be used to inform decision-making on the proposed tourism tax. The questionnaire should take approximately 5 minutes to complete.
